Safe use of infrastructure and services
The A58 Tangenziale Est Esterna di Milano (TEEM) motorway covers 33 km and is managed by Tangenziale Esterna S.p.A.
The infrastructure is accessed either from its own tollbooths or from those of the other interconnected Concessionaires, enabling users to cross stretches of motorway operated by different companies in a continuous manner, with a single payment at the destination.

The roadway consists of two carriageways, one in each direction, which accommodate three lanes respectively.
The carriageway refers to the portion of the road with all vehicles flowing in the same direction, while the lane is the individual section of a carriageway along which vehicles transit.
The infrastructure is then completed by lay-bys and an emergency lane in each direction of travel (the emergency lane is used for transit, only emergencies).
In terms of size, the A58-TEEM is a category A motorway, in an extra-urban area, pursuant to the Decree of the Italian Ministry for Infrastructure and Transport no. 6792 of 5 November 2001, whose design speed on the main axis is in the range of 90-140 km/h.
The operating speed under normal conditions is generally 130 km/h. In the event of rain, the speed must be reduced by 20 km/h under the limit shown on the vertical signs; any variations are indicated on the route by the appropriate vertical signage.
As motorways are high-speed transport infrastructure, not all vehicles are permitted to use them. Article 175 of the Italian Highway Code identifies permitted and excluded vehicles.
Pedestrians and animals (suitably supervised) may only circulate in Service Areas (in the case of the A58 under construction) and parking areas (not present along the route). The emergency lanes may only be used to walk to assistance call points.
Driving a vehicle that is not allowed on the motorway is punishable in accordance with the Italian Highway Code.
Appropriate conduct while driving on motorways is regulated by Article 176 of the Italian Highway Code.
The infrastructure safety systems include the emergency lay-bys (approximately one every km) and the 65 SOS telephones that connect the user directly with the Operations Centre.
In this regard, it is worth reiterating that motorway lay-bys are designed and built solely and exclusively to deal with emergencies, are located on the right-hand side of the carriageway and allow vehicles to stop safely without endangering their own and others’ safety. Prolonged parking is not permitted in these areas, nor may users leave their vehicle there for a long time.
Reflective vests must always be worn by drivers of vehicles stopped on the roadway, especially at night and/or in poor visibility conditions.
They must be worn when getting out of the car stopped in the emergency lane. The obligation, which came into force on 1 April 2004 (Italian Law no. 47 of 27 February 2004) also extends to passengers.
The reflective vest must be inside the passenger compartment and immediately accessible to the user. Those who fail to comply with this provision may be subject to a penalty under the Italian Highway Code.
The services offered in the Service Areas on the A58 under construction will be provided by the economic operators who will operate as sub-contractors: for details of the services, please refer to the dedicated “Service Areas” section of this site.
Service Charter
Tangenziale Esterna S.p.A. has adopted a Service Charter as a tool for transparency towards users and in the belief that it will be an opportunity for internal growth and valuable external communication. The Charter, which can be downloaded in the “Service Charter” section of this site, contains information on the basic principles and services of the Concessionaire, as well as policies and quality management, user protections and a handbook containing useful numbers and contact details.
The Charter, as better specified in the “Suggestions/Complaints” section, also includes the circumstances and methods of toll reimbursement and payment of compensation, as well as information channels for up-to-date information on traffic and road conditions.
Worksite Management Criteria
Non-emergency worksites are scheduled where possible to avoid delays and queues.
In order to reduce the impact on traffic, the most disruptive activities – involving route and/or junction closures – tend to be scheduled at night wherever possible.
Similarly, on the main motorway strips, bottlenecks that involve only one vehicle flow are mostly planned at night where possible or, in special cases, in the middle of the day (and in any case during off-peak hours).
The A58-TEEM does not experience significant summer traffic, nor is it a route characterised by holiday exodus traffic. However, the planning of worksites takes into account the higher volumes of users expected on single occasions (e.g. specific events).
These decisions, gained from many years of experience in infrastructure management, are all supported by records and time series of traffic monitoring. Lastly and most recently, the evaluation of the most challenging or atypical worksites, thanks to the increase in IT capabilities that now allow the use of highly complex algorithms (and AI), is carried out using simulation models.

Categories of disruptive events
The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

Emergency management protocols
For emergency management (winter operations, weather events, accidents, etc.), the Company adopts specific intervention procedures that set out in detail the actions to be taken by the various parties. These procedures, specially drafted and updated also on the basis of previous events, are:
- the Winter Operations Management Plan: the plan is operational for the entire duration of the winter period and is applied on the motorway section under concession for any highly critical situations, declared emergencies, including the activities necessary for the closure of individual sections affected by events;
- the Traffic and Security Service Operating Procedures: these are the procedures governing the activities to be implemented by the operations control centre (COC) and the traffic and security (T&S) service;
- the Exceptional Events Emergency Plan: this document summarises the main actions to be implemented by the Traffic and Security (T&S) Service, the Operations Control Centre (COC) and the Toll Collection Service in the face of major exceptional events, including the activities necessary for the closure of individual sections affected by the events.

The quality indicators, as better explained in the Service Charter, comply with the provisions of Directive no.102 of 19/02/2009 issued by the Italian Ministry for Infrastructure and Transport. Discussions are still ongoing with the Grantor to define the indicators in accordance with the ART tariff system.
