Listed below are the main moments in the history of the Tangenziale Est Esterna di Milano project:
2024
The ASTM Group, one of the leading international infrastructure players, acquires control of the Concessionaire.
2018
On 20 December, the technical/administrative approval of the work was approved by the Grantor CAL.
2015
On 16 May, the entire 32-kilometre route of Tangenziale Est Esterna di Milano (A58-TEEM) comes into operation.
2014
Significant toll concessions are announced on 20 December for motorists and road haulage operators travelling on the Arco TEEM and BreBeMi.
On 18 December, the last diaphragm wall of the tunnel connecting TEEM and the A1 Milano-Venezia was torn down.
On 8 and 9 November, another infrastructure “all-nighter” saw the construction of the TEEM, A1 Milano-Venezia and A4 Milano-Napoli connections.
On 11 October, Tangenziale Esterna handed over to the Municipality of Cerro al Lambro the new sports centre designed by CONI and financed by the TE concessionaire as part of compensatory measures for the area affected by the works.
On 23 July, Arco TEEM, the first 7 kilometres of infrastructure between Pozzuolo Martesana and Liscate, opens to traffic, interconnecting with BreBeMi.
On 18 May, the first viaduct over the six lanes of the A1 Milano-Napoli motorway was launched.
On 9 May, the banks and the state transfer 530 million euros to the accounts of TE S.p.A. 50% of the funding for the work is now in the hands of the Concessionaire.
On 7 May, the agreements for land acquisition compensation to farmers, whose properties are affected by the TEEM works, amount to almost 60 million euros.
2013
On 21 December, the TE Concessionaire reaches the Project Financing Closing.
On 26 November TE successfully concludes the capital increase from 220 million euros to 465 million euros thanks to the subscription by SIAS (Gavio Group) and Intesa San Paolo of the shares that had remained totally unsubscribed.
On 16 June, the Italian government presents the so-called “decreto del fare” (lit: Decree to Act), in which the TEEM is listed as a strategic work for Italy’s economy.
On 6 June, Tangenziale Esterna and Impregilo involve students from a high school in Reggio Calabria in a training course on safety and legality on worksites.
On the night of 12-13 May, the first viaduct of the new Tangenziale Est Esterna di Milano is laid over the Milano-Venezia railway line, between the municipalities of Melzo and Pozzuolo Martesana.
2012
On 12 November, the contract for a 120-million-euro bridge loan is signed.
In September, the 120-million-euro Bridge Loan is obtained and the capital increase from 100 million euros to 220 million euros is approved.
On 31 July, at the Prefecture of Milan, the Legality Protocol against mafia infiltration in the awarding of contracts is signed.
On 15 June the Interministerial Decree no. 147 of 8 May 2012 is registered by the Court of Auditors under record no. 6, folio no. 270.
On 11 June, the EPC (Engineering, Procurement & Construction) contract is signed and work on the TEEM starts, which is scheduled to last until 2013 for Arco TEEM, until 2015 for the rest of the motorway and until 2016 for the construction of the related works. The functions of the Supervisory Authority are fully exercised in accordance with the provisions of the Single Convention.
On 12 March, CAL grants a special delegation for the exercise of land acquisition powers.
On 8 March, Additional Act no. 1 to the Single Convention is signed, together with the annexes updated on the basis of the new Final Project’s Investment Economic Framework, approved by the CIPE.
On 3 March, the CIPE Resolution is published in the Official Gazette.
On 24 February, the Court of Auditors records the Resolution adopted on 3 August 2011 by CIPE to approve the Final Project and the TEEM Economic and Financial Plan.
On 26 January, the financial partner Banca Infrastrutture Innovazione e Sviluppo (BIIS) is given the task of structuring the Project Financing as Arranger.
2011
In December, the Interministerial Decree concerning the TEEM is signed by the Italian Ministry for Economy and Finance and the Italian Ministry for Infrastructure and Transport.
In August, the Interministerial Committee for Economic Planning (CIPE) approves TEEM’s Final Project and Economic and Financial Plan.
In April, the Services Conference on the TEEM, called by the Italian Ministry for Infrastructure and Transport, is held.
In February, the Final Project of TEEM is published.
2009
In January, the special purpose company is founded, taking the name Tangenziale Esterna S.p.A.
2008
In November, the temporary consortium wins the tender and is awarded the concession.
In July, a temporary consortium is set up, bringing together, in addition to the promoter TEM S.p.A., various Italian companies in the sector (planners, builders, operators and a financial partner). The temporary consortium will participate in the tender to be awarded the concession for the design, construction and operation of TEEM.
In June, CAL (Concessioni Autostradali Lombarde) S.p.A. publishes the Call for Tenders for the design, construction and operation of TEEM.
2007
The Programme Agreement is signed between the Lombardy Region, the Province of Milan, the Province of Lodi, the Italian Ministry for Infrastructure, CAL S.p.A. (granting body), Anas S.p.A. and representatives from 64 Municipalities.
2005
CIPE approves the TEEM Preliminary Project. The infrastructure is included among the works of major national strategic interest and therefore subject to the procedures of the Legge Obiettivo (lit: Objective Law).
2002
The company Tangenziali Esterne di Milano (TEM) S.p.A. is established, with the task of designing and constructing the work as Promoter.
2001
At the instigation of the Province of Milan, the project for a new Tangenziale Est Esterna comes to life with the aim of easing the traffic load on Milan’s existing eastern bypass.
